Event Period
Window: October 22 to November 7 (UTC) for the materials. The Brewer keeps brewing until November 14, so the materials you still hold can be used.
The Materials
Every Veil monster drops Halloween materials. They are tradable, so sell what you don't need to the players who brew. An NPC pays only 2 zeny for them.

New to the server? The town ghosts never fight back and drop Hollow Pumpkins and Ectoplasm. The brewers at the siege need them.
The Brews
Talk to the Veil Brewer, near the Prontera savepoint with the other Veil NPCs. Pick a brew: she shows it and what it takes, with what you hold, and brews up to 100 at once.

Most of the siege's dead are Undead, so the Pumpkin Brew is the siege brew. A Ghost Lantern guards against other players (DemiHuman), in PvP and WoE. Brews are tradable: buy them from other players if you'd rather not brew.
